ABOUT US
Legacy Civil Engineers was founded
as a sole proprietorship in August 2003 by Mike and Vicki Kelter, and
incorporated as Legacy Civil Engineers, Inc on January 1, 2004. Specializing in
solutions to public infrastructure issues, the goal of Legacy Civil Engineers,
Inc. is to ensure our clients’ success by building on the future today.
Whether it’s researching available funding sources, presenting the solution
process to governing bodies, design, permitting or implementation, Legacy Civil
Engineers, Inc. is dedicated to meeting the needs of the client without
disregarding the responsibility we all have to minimize the impact of
development on the environment around us. At the end of the day, we know we
have “done the right thing, for the right reason, right now.”
OUR STAFF
Mike Kelter, P.E., Vice-President
After serving the Nation and the State of Florida for twenty-one years as an
Infantry Officer in the U.S. Army and the Florida Army National Guard, Mike
completed his formal civil engineering training at the University of Florida
and immediately went to work for the St. Johns County Engineering Department.
In 1997, service in the County was temporarily interrupted as Mike was selected
by the City of Green Cove Springs to head up reorganization of the City’s water
utilities and solid waste utilities into enterprise funds while providing
leadership to the Public Works Department. That project was completed in 1999
and a short time after returning to St Johns County, Mike opened an engineering
office dedicated to supporting the needs of Public Service Agents and
Municipalities in Northeast Florida. Mike currently serves the city of
Green Cove Springs on the City Council.
Vicki Kelter, President
Vicky graduated from the University of Illinois with a degree in Microbiology,
and afterward worked in Environmental Chemistry Quality Assurance/Quality
Control in several Environmental Labs in Florida. She also spent some
time teaching Environmental Chemistry and Microbiology in the Pensacola area.
Currently, Vicki is the Office Manager for HR Block in Green Cove Springs and
teaches basic and advanced tax preparation courses for HR Block. She also
provides financial advising and support for Legacy Civil Engineers as well as
other local businesses.
Mike Davis, Project Manager
Mike joined Legacy Civil Engineers in November of 2008 when our rapidly
expanding project list demanded the time and talents of a dedicated project
manager. After receiving a Bachelor’s in Civil Engineering from UNF in 2002,
Mike worked on a variety of both commercial and residential projects with a
strong emphasis on Master Drainage and Utility Design. His extensive
experience working with local, state and federal regulatory agencies have
already proven a valuable asset to Legacy Civil and the clients we serve.
Diane Brace, Engineering Technician
Diane joined Legacy Civil
Engineering, Inc. in March of 2007 to assist Mike and Vicki with the
growing business. Originally from Virginia, she spent the majority of her
adult life here in Jacksonville, serving in the military. After retiring
from the United States Navy in 1999, Diane spent the next 8 years in Sales and
Marketing Administration for various companies in northeast Florida.
